中化建国际 （以下称为“招标代理机构”）受中海石油宁波大榭石化 （以下称为“招标人”）委托，就大榭石化馏分油五期项目45万吨/年聚丙烯装置2台螺旋混合输送器进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Screw Mixing Conveyors of 450 Kta Polypropylene Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招标条件

项目概况：中海石油宁波大榭石化 炼化一体化项目，拟在扩大企业规模的同时，进一步完善辅助设施，实现产品结构调整和优化升级，以提升企业的整体竞争能力。项目实施后，大榭石化原油一次加工能力为1400万吨/年，综合配套能力为1200万吨/年。 该项目总投资约1626109万元，其中建设投资约1484420万元，新购置周边土地资源面积约149.43公顷，本项目新建600万吨/常减压蒸馏、60万吨/年航煤加氢、150万吨/年加氢裂化、220万吨/年蜡油加氢处理、320万吨/年催化裂解（含产品精制和烟气脱硫）、70万吨/年裂解柴油加氢、100万吨/年裂解石脑油加氢、80万吨/年芳烃抽提、150万吨/年连续重整装置、100万吨/年抽提、15万标立/时PSA氢气提纯、15万吨/年硫酸、45万吨/年聚丙烯等13套工艺装置，以及相配套的总图、储运、公用工程及辅助生产设施套完善等。
Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

3. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qualification of Bidder
A. 如果投标人为境内注册公司，投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）;如果投标人为境外注册公司，需提供有效的公司登记注册证明。
A. If the Bidder is domestic registered company,The bidder shall hA/Ve the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B. 投标人所投产品的制造商须同时具备有效的GB/T19001（ISO9001）质量体系认证证书、GB/T24001（ISO14001）环境管理体系认证证书、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 职业健康管理体系认证证书，如果有国家相关部门发布的最新体系标准，以最新体系标准为准；投标时须提供证书复印件。
B. The manufacturer of the bid product shall also hA/Ve valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.Copy of these certificates must be provided when bidding.
C. 投标人可为投标设备的制造商或代理商。若投标人为代理商，投标人应得到本次投标所投产品的制造商同意其为本次投标提供该产品的合法正式授权书。
C. Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

Requirement for Bidder's reference:
2012年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商在中国境内石油化工类项目中应具有至少2台螺旋混合输送器供货业绩，且均满足装置为聚丙烯装置、最大流量不小于70000（kg/h)的技术要求。
From January 1, 2012 to the bid deadline date (subject to the contract signing time), the manufacturer of the products submitted by the bidder shall hA/Ve the supply performance of at least 2 sets of Spiral Mixing Conveyor in Chinese petrochemical projects , and both of them meet the technical requirements that the device is polypropylene device and the maximum flow rate is not less than 70000 (kg/h).
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、项目名称、装置名称、货物名称、货物数量和流量的技术要求及到货验收材料。
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、项目名称、装置名称、货物名称、货物数量和流量的技术要求及到货验收材料，均视为无效业绩。
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: Contract Signing Time, Manufacturer Name, Project Name, Device Name, Goods Name, Goods Quantity technical requirements of Flow Rate and arrival acceptance materials.
Failure to submit performance certification documents, or the provided performance certification documents cannot reflect The Contract Signing Time, Manufacturer Name, Project Name, Device Name, Goods Name, Goods Quantity technical requirements of Flow Rate and arrival acceptance materials, shall be deemed as invalid performance.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年03月16日开始至2023年03月23日止，请登录中国海油采办业务管理与交易系统 on the page of Invitation for bid for purchasing Bidding document from Mar.16, 2023 to Mar.23,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
