CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Natural Gas From South China Sealanding In Shenzhen by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招标接受代理商投标。
1）如投标人为代理商，即投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中提供该货物的正式授权代理书。授权代理书必须对产品质量、售后服务等关键内容进行约定；授权人必须是进口货物制造商或其母公司的有权人，不接受制造商其中国境内的销售公司的授权。

1) If the bidder is the agent, That is, the goods submitted by the bidder are not manufactured by the bidder.The bidder shall obtain the consent of the manufacturer of the goods and the official authorization certifying that the bidder provides the goods in this bid.And The official authorization certifying must stipulate key contents such as product quality and after-sales service. The authorizer must be the owner of the imported goods manufacturer or its parent company, and does not accept the authorization of the manufacturer's sales company in China.

（2）资质要求及证明文件
Requirements of Qualification of Bidder and Certificate
A. 其他

1）投标人应承诺自费按以下要求对所提供的产品进行检验并获得检验证书。阀门需取得，ABS、 BV、CCS和 DNV，其中任意一家第三方认证机构的检验证书。
1）The Bidder should promise to arrange inspection of the products supplied and obtain final inspection certificates at his own cost of the following requirements.valve shall obtain the GOODS inspection certificates from one of the third party certification agency authorized , i.e. ABS, DNV, BV and CCS.
2）投标人所投产品的制造商具有有效期内的API 6DSS、API 6A、API 6D、ISO9001证书。
2）The manufacturer of the products invested by the Bidder has API 6DSS, API 6A, API 6D and ISO9001 certificates within the validity period.
（3）业绩要求Requirement for Bidder's reference:
1）2013年1月1日至投标截止日（以合同签署日期为准），投标人所投产品的制造商应具有2个项目水下球阀（每个项目至少有一台技术要求同时满足API 6DSS、尺寸不小于20寸、压力等级不低于900LB、应用水深不小于10米的海洋水下环境的水下球阀）的供货业绩，且2个项目满足前述技术要求的水下阀门供货总数量累计不少于3台。需提供相应证明文件。2013年1月1日至投标截止日（以合同签署日期为准），投标人所投产品的制造商应具有1台水下DBB球阀（技术要求同时满足API 6DSS、尺寸不小于2寸、压力等级不低于900LB,应用水深不小于10米的海洋水下环境的DBB球阀）的供货业绩。需提供相应证明文件。
1) From January 1, 2013 to the deadline for submission of bids (Subject to the date of signing the contract).The manufacturer of the Bidder's product shall meet the requirements，the manufacturer shall hA/Ve a record of supplying 2 subsea ball valves with a cumulative quantity of not less than 3 ball valves (each ball valve must conform to API 6DSS, be no less than 20 inches in size, and hA/Ve a pressure rating of not less than 900LB，use for Marine underwater environments with water depths not less than 10 meters) . From January 1, 2013 to the deadline for submission of bids (Subject to the date of signing the contract).The manufacturer of the Bidder's product shall meet the requirements，the manufacturer shall hA/Ve a record of supplying 1 DBB ball valves (The DBB ball valve must conform to API 6DSS, be no less than 2 inches in size, and hA/Ve a pressure rating of not less than 900LB，use for Marine underwater environments with water depths not less than 10 meters）.
2）投标人须提交有效的业绩相关证明文件，包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、供货数量、买方名称、球阀尺寸、压力等级、应用水深、设计标准及到货验收证明文件。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、球阀尺寸、压力等级、应用水深、设计标准及到货验收证明文件的，均视为无效业绩。
2)The bidder shall submit valid performance related certificates, including but not limited to: 1) copy of sales contract (including relevant technical attachments) ，and 2) arrival and acceptance certificate. The performance certification certificates submitted by the bidder shall at least reflect the following contents: Contract signing time, name of manufacturer, name of goods, name of project, quantity of supply, name of buyer, ball valve size, pressure grade, application water depth, design standard and arrival acceptance certificate. If no performance certification documents are submitted, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name, ball valve size, pressure grade, application water depth, design standard and arrival acceptance certification documents, it shall be deemed as invalid performance
4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年4月25日开始至2023年5月5日止，请登录中国海油采办业务管理与交易系统(https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可 投标人须在线填写 招标文件每套售价为200元人民币或30美元，售后不退。对于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 25 April, 2023 to 5 May 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
