中化建国际 （以下称为“招标代理机构”）受中海石油（中国） （以下称为“招标人”）委托，就乌石17-2/23-5油田群联合开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the WS17-2/23-5 OIL FIELDS JOINT DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：乌石17-2/23-5油田群位于南海北部湾盆地乌石凹陷的东部，距北部湾盆地目前在生产的涠洲油田群约80km，东距广东省雷州半岛乌石镇乌石港约13~25km。乌石17-2/23-5油田群开发工程项目采用联合开发方案，拟在海上新建2座八桩腿井口平台（WS17-2 WHPA和WS16-1W WHPA）和1座四桩腿无人值守井口平台（WS23-5 WHPA），在乌石镇新建1座陆上终端，另外新建3条海底混输管线、3条海底注水管线和3条海底复合电缆；3个平台的平台生产物流通过WS17-2 WHPA的海底混输管线输
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

3. 对投标人的资格和业绩要求：

球阀应至少符合API 6D，投标时提供API6D证书复印件。
The ball valves（Except for the butterfly valve） shall meet the requirements of API 6D，Copy of API6D certificate shall be provided during bidding.
（3）业绩要求Requirement for Bidder's reference:
2014年1月1日至投标截止日（以合同签署时间为准），投标人所投以下每个产品：平行双闸板阀、低温球阀、电动开关球阀应具有至少2个石油化工项目上的供货业绩（不要求每种产品必须出现在同一个项目中，但每种产品在该产品对应单个有效项目供货业绩中的技术参数满足以下要求：平行双闸板阀（可提供手动阀业绩）尺寸≥18英寸、压力等级≥600LB，低温球阀（可提供手动阀业绩）满足设计最低温度-196℃、尺寸≥10英寸、压力等级≥300LB；电动开关球阀满足执行器为同品牌且尺寸≥10英寸、压力等级≥300LB。）
业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件，国外设备可提供订单）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、技术参数要求（平行双闸板阀（可提供手动阀业绩）尺寸≥18英寸、压力等级≥600LB，低温球阀（可提供手动阀业绩）满足设计最低温度-196℃、尺寸≥10英寸、压力等级≥300LB；电动开关球阀满足执行器为同品牌且尺寸≥10英寸、压力等级≥300LB。）及到货验收材料。
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、技术参数要求（平行双闸板阀（可提供手动阀业绩）尺寸≥18英寸、压力等级≥600LB，低温球阀（可提供手动阀业绩）满足设计最低温度-196℃、尺寸≥10英寸、压力等级≥300LB；电动开关球阀满足执行器为同品牌且尺寸≥10英寸、压力等级≥300LB。）及到货验收材料的，均视为无效业绩。

Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments, orders can be provided for foreign equipment) and 2) materials for acceptance upon arrival. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer's name, goods name, project name, technical parameter requirements (parallel double gate valve (manual valve performance can be provided), size ≥ 18 inches, pressure rating ≥ 600LB, low-temperature ball valve (manual valve performance can be provided), meeting the design minimum temperature of -196 ℃, size ≥ 10 inches, pressure rating ≥ 300LB; The electric switch ball valve meets the requirements that the actuator is of the same brand, with a size of ≥ 10 inches and a pressure rating of ≥ 300LB And acceptance materials upon arrival.
Failure to submit performance proof documents, or the provided performance proof documents cannot reflect the contract signing time, manufacturer name, goods name, project name, technical parameter requirements (parallel double gate valve (manual valve performance can be provided), size ≥ 18 inches, pressure rating ≥ 600LB, low-temperature ball valve (manual valve performance can be provided), meeting the design minimum temperature of -196 ℃, size ≥ 10 inches, pressure rating ≥ 300LB; The electric switch ball valve meets the requirements that the actuator is of the same brand, with a size of ≥ 10 inches and a pressure rating of ≥ 300LB Any materials received for acceptance upon arrival shall be deemed as invalid performance.
