中化建国际 （以下称为“招标代理机构”）受中海石油（中国）东海西湖石油天然气作业公司（以下称为“招标人”）委托，就板式换热器项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of PLATE HEAT EXCHANGER by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

主要技术规格：
本次招标三台板式换热器安装在平台为冷却水循环系统进行海水和淡水换热，CEPA-WC-5101C为改造后安装，CEP-WC-5101A/B为新建陆地建造安装，主要技术规格见下表：

Main Specifications:
In this bidding, three plate heat exchangers are installed on the platform for seawater and freshwater heat exchange in the cooling water circulation system. CEPA-WC-5101C is installed after renovation, and CEP-WC-5101A/B is newly built and installed on land. The main technical specifications are shown in the table below:

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 国内制造商应具备ISO9001/ISO14001/ ISO45001质量管理体系证书，板式换热器安全注册证A4级证书，D类压力容器制造许可证，ASME U认证。国外的制造商应具备ISO9001/ISO14001/ ISO45001质量管理体系证书和ASME U认证。
B. For domestic manufacturers, they should hA/Ve ISO9001/ISO14001/ISO45001 quality management system certificates, plate heat exchanger safety registration certificate A4 level certificates, D1 class pressure vessel manufacturing license, and ASME U certification. For foreign manufacturers, they should hA/Ve ISO9001/ISO14001/ISO45001 quality management system certificates and ASME U certification. Bidder shall provide valid Certificate of Quality Management System Certifications.
C. 投标人应为板式换热器的制造商或授权代理商。如果投标人为代理商，投标人应得到所投货物制造商的同意，并取得制造商出具的合法唯一授权函，并在投标文件中提供原件。
C. The bidder shall be the manufacturer or authorized agent of the plate heat exchanger. If the bidder is an agent, the bidder should obtain the consent of the manufacturer of the goods offered, who is the only formal authorization to provide the goods for this bidding.

（3）业绩要求Requirement for Bidder's reference:
A. 2018年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2台（套）在油气生产装置上的板式换热器供货业绩，且均满足换热负荷不小于27500KW，换热板为钛板，海水和淡水换热的技术要求。
A. From January 1, 2018 to the bid submission deadline (subject to the contract signing date), the manufacturer of the bidder's bid products shall hA/Ve the supply performance of at least 2 sets of plate heat exchangers applicated on offshore oil and gas production units, and meet the following technical requirements: heat exchange load should not be less than 27500KW, heat exchange plate should be titanium plate, seawater and fresh water heat exchange.
以上业绩要求，投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、数量、应用于油气生产装置、总热负荷、换热板为钛板，海水和淡水换热及到货验收材料。
The above performance requirements require bidders to submit a performance form in the prescribed format and relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for acceptance upon arrival. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer's name, goods name, project name, total heat load, design pressure, design temperature, and arrival acceptance materials.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、数量、应用于油气生产装置、总热负荷、换热板为钛板，海水和淡水换热及到货验收材料的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of total heat load, design pressure, design temperature, and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年6月12日开始至2023年6月19日止，请登录中国海油采办业务管理与交易系统 on the page of Invitation for bid for purchasing Bidding document from June 12th, 2023 to June 19th,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
