中化建国际 （以下称为“招标代理机构”）受_中海石油（中国） （以下称为“招标人”）委托，就多参数扫描集成平台设备采办 项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Procurement of multi-parameter scanning integrated platform equipment by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：本项目为加强矿物成分及含量、岩石物性、岩石力学参数及数字化的科学研究工作，形成从岩石样品中自动测量获取定量的矿物成分及含量、孔缝结构、力学参数等信息于一体的矿物学检测技术能力，提升该领域基础理论研究和技术创新能力。
Project Summary：The purpose of this project is to strengthen the scientific research work on mineral composition and content, rock physical properties, rock mechanics parameters and digitalization, to form the mineralogy detection technology capability that can automatically measure and obtain quantitative mineral composition and content, pore structure, mechanical parameters and other information from rock samples, and to improve the basic theoretical research and technological innovation capability in this field.

1.扫描电镜系统
1）物镜光阑：无极自动物镜光阑，能快速对光阑孔定位，并可作电子束自动对中；
2）五象限背散射探测器，具备内外环结构；
3）扫描电镜-能谱仪一体化分析仪，可在扫描电镜操作界面的图像上实时呈现元素定量面分布图像，并且图像每个像素点可显示各元素的质量分数，能谱分辨率优于120ev，实现光镜、电镜、能谱仪关联；
1.Scanning electron microscope system
1）Objective aperture: Infinite automatic objective aperture for rapid positioning of the aperture and automatic alignment of the electron beam;
2）Five quadrant backscatter detector with inner and outer ring structure;
3）The SEM-EDS integrated analyzer can provide real-time distribution images of the quantitative plane of elements on the SEM operating interface, and each pixel in the image can show the mass fraction of each element. The energy spectrum resolution is better than 120ev, and the association between light mirror, electron microscope and EDS can be realized;
2.样品室和样品台
样品台：不少于12个样品同时受扫描电镜操作系统软件控制；
2.Sample chamber and sample stage
Sample table: no less than 12 samples were simultaneously controlled by SEM operating system software;
3.计算机及岩石数据测量分析软件
1）电镜、光镜关联软件，实现光镜电镜能谱仪同步关联，获取各种信息集成；
2）硬件自带软件应具有硬件厂家授权使用，其他软件应具有独立的知识产权（软件著作权、专利等），采用中文界面。一体化集成用户界面，所有应用软件应在同一台电脑上进行操作。
3.Computer and rock data measurement and analysis software
1）Electron microscope and light mirror association software, realize the synchronous association of light mirror electron microscope spectrometer, obtain various information integration.
2）Software built-in hardware should be authorized by the hardware manufacturer, other software should hA/Ve independent intellectual property rights (software copyrights, patents, etc.), adopt the Chinese interface. Integrated user interface, all application software should be operated on the same computer.

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．投标人应为所投货物的制造商或代理商。
如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）业绩要求Requirement for Bidder's reference:
2020年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个扫描电镜-能谱仪分析系统供货合同的供货业绩，且均满足业绩产品品牌和型号与投标产品一致 。
From January 1th, 2020 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall hA/Ve at least 2 supply contracts for Scanning Electron Microscope-Energy Spectrometer Analysis Systems supply performance, and the brand and model of the performance product are consistent with the bidding product.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、业绩产品品牌和型号与投标产品一致 及到货验收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、业绩产品品牌和型号与投标产品一致 及到货验收材料的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from June 26th, 2023 to July 3rd 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. The selling fee for the bidding documents is used for printing and mailing the bidding documents.
