normal style='text-indent:20.6pt;line-height:150%'>1.1本招标项目淮州新城人才公寓项目一期设计-施工总承包/标段已由金堂县发展和改革局以川投资备【2303-510121-04-01-653285】第FGQB-0180号批准建设，项目业主为成都淮州东兴建设开发 ，建设资金来自国家投资-非政府投资，项目出资比例为100%， 项目已具备招标条件，现进行公开招标。

normal style='text-indent:20.6pt;line-height:150%'>1.2本招标项目由金堂县发展和改革局核准（招标事项核准文号为川投资备【2303-510121-04-01-653285】第FGQB-0180号）的招标组织形式为委托招标。招标人选择的招标代理机构是中科经纬工程技术 。

normal align=left style='margin-right:-1.0pt;text-align:left; text-indent:15.75pt;line-height:150%;text-autospace:none'>2.2 建设内容及规模：本项目为新建住宅楼，商业配套，地下室，小区道路及附属配套设施设备，总用地面积 26945.86 平方米，总建筑面积约68581.14平米，项目计容面积约53891.72平米。住宅计容面积约 48352.15 平米，配套计容商业建筑面积约 5389.17平米。

normal align=left style='margin-right:-1.0pt;text-align:left; text-indent:15.75pt;line-height:150%;text-autospace:none'>2.4.1设计工作：除本项目方案设计、初步设计外的所有设计工作，具体如下：

normal align=left style='margin-right:-1.0pt;text-align:left; text-indent:15.75pt;line-height:150%;text-autospace:none'>2.4.1.1施工图设计及相应深化设计配合：构造做法，包括但不限于建筑、结构、给排水、暖通、强电、机电工程抗震设计、弱电智能化、幕墙、装配式、钢结构、人防、节能、光彩照明、设备管线综合、BIM设计、绿色建筑、海绵城市、装饰装修（装饰装修范围具体详见招标文件）、软装设计、标识标线、售楼部及示范区，总平及景观（含总平构筑物、雕塑、小品）等所有设计及与以上相关的专项设计，并配合门窗、保温涂料、机电设备等部品部件、燃气、广电、网络、自来水引入（含二次供水）、10KV外电配电、配套规划市政绿地（如有）的专项设计、深化设计。

normal align=left style='margin-right:-1.0pt;text-align:left; text-indent:15.75pt;line-height:150%;text-autospace:none'>2.4.1.2需完成上述范围内相关的性能化分析、专项论证、图纸会审、通过技术及行政审查、设计交底、限额设计、施工全过程的现场服务。

normal align=left style='margin-right:-1.0pt;text-align:left; text-indent:15.75pt;line-height:150%;text-autospace:none'>2.4.2施工总承包工作：经审定的设计文件及清单范围内（招标人需另行发包的工程除外）所有工程的施工，设施设备及材料的采购、安装、调试直至竣工验收合格并办理移交，三通一平，燃气、广电、网络、自来水引入（含二次供水）、10KV外电配电、配套规划市政绿地（如有）的专项设计及施工工作，全过程配合业主交房验收及移交物业，配合完成项目所有的验收工作（包括质监验收、规划验收、人防验收、消防验收等在内的所有验收工作）以及工程保修期内的缺陷修复和保修工作。

normal style='text-indent:15.75pt;line-height:150%'>3.1.4企业注册地不在四川省行政区域内的省外设计施工企业须提供在有效期内的四川省住房和城乡建设厅官网已公开的入川信息网页截图（如投标人为联合体，则联合体所有成员均应具有）。

normal style='text-indent:15.75pt;line-height:150%'>3.1.5所有投标人应具有针对本标段的《成都市建设领域市场主体信用记录（评价）网络登记表》（如投标人为联合体，则联合体所有成员均应具有）、施工单位投标人应具有针对本标段的《成都市建设领域从业人员信用记录（评价）网络登记表》 。

normal style='text-indent:15.75pt;line-height:150%'>3.1.6拟派往本项目的项目经理为须为本单位人员（若为联合体投标，须为联合体牵头人人员）业绩要求：2020年1月1日以来，作为工程总承包项目经理或设计负责人或施工负责人或项目总监理工程师或施工项目经理完成至少1个单个总投资金额不少于1.5亿元的房屋建筑工程业绩；；

normal style='text-indent:21.0pt;line-height:150%'>具有建筑工程专业二级及以上注册建造师证书(须为投标人本单位人员，若为联合体投标的, 须为本项目联合体中的施工单位人员)，须具备有效的安全生产考核合格B证证书；

（1）   设计资质

normal align=left style='margin-top:0cm;margin-right:7.45pt; margin-bottom:0cm;margin-left:5.25pt;margin-bottom:.0001pt;text-align:left; text-indent:26.25pt;line-height:150%'>类似工程业绩是指:2020年01月01日至投标截止时间已完成的单个项目总投资额不低于1.5亿元的房屋建筑工程设计业绩（注：（1）“近年完成的类似设计项目”业绩证明材料为：合同协议书、发包人出具的证明文件，类似项目业绩时间以发包人出具的证明文件中载明的设计成果文件提交时间为准；（2）类似工程业绩的合同无法体现出所要求的建设规模或技术指标，则投标人还需提供项目业主盖章确认的其建设规模或技术指标或类似工程业绩时间的证明材料，投标人须将此证明材料扫描件或复印件放入投标文件中；（3）若为联合体投标的，以上业绩须由本次投标联合体协议书中设计资质单位提供）；

（2）   施工资质

normal style='text-indent:21.0pt;line-height:150%'>类似工程业绩是指:2020年01月01日至投标截止时间已完成的单个合同金额不低于1.5亿元的房屋建筑工程施工业绩（注：（1）“近年完成的类似施工项目”业绩证明材料为：合同协议书、工程竣工验收证明材料，类似项目业绩时间以竣工验收证明材料上的竣工时间为准；（2）类似项目业绩的合同协议书或工程竣工验收证明材料无法体现招标文件要求的建设规模或技术指标的，则投标人还需提供发包人盖章确认的其建设规模或技术指标或类似工程业绩时间的证明材料，投标人须将此证明材料复印件或扫描件放入投标文件中；（3）若为联合体投标的，以上业绩须由本次投标联合体协议书中施工资质单位提供）；

normal style='margin-left:21.0pt;text-indent:21.0pt;line-height: 150%'>联合体投标的，联合体牵头人应为施工单位，应满足下列要求：须具有国家建设行政主管部门颁发的建筑工程施工总承包二级及以上资质的单位作为联合体牵头人。联合体成员（含联合体牵头人）家数须不超过2家。

normal style='margin-left:21.0pt;text-indent:15.75pt;line-height: 150%'>联合体需符合有关联合体投标的规定和要求，并提交了联合体协议，明确联合体牵头人和各方权利义务。

normal style='text-indent:15.75pt;line-height:150%'>3.3 各投标人均可就上述1个标段投标，可中标的标段数量为1个。

normal style='text-indent:21.0pt;line-height:150%'>3.4入围条件：房建施工投标人开标当日在“成都市建筑市场信用信息管理系统”中被列入市场禁入名单的（联合体投标的，组成联合体各投标人任意一家被列入市场禁入名单的），在交易云平台勾选主体信用评价的专业类别与其投标使用的资质类别不一致的，一律不能成为合格投标人。

normal style='text-indent:23.25pt;line-height:150%'>3.5入围条件：开标当日，建筑工程设计投标人开标当日在“成都市建筑市场信用信息管理系统”中被列入市场禁入名单的（联合体投标的，组成联合体的各投标人任意一家被列入市场禁入名单的），在交易云平台勾选主体信用评价的专业类别与其投标使用的资质类别不一致的，一律不能成为合格投标人。
