中化建国际 （以下称为“招标代理机构”）受中海石油（中国） 天津 （以下称为“招标人”）委托，就渤中19-6油气田13-2区块5井区开发项目井下电子压力计及服务项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited, Tianjin Branch (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the Well Development Project in Block 13-2 of the Bozhong 19-6 Oil and Gas Field by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招标条件（Bidding Conditions）
项目概况：渤中19-6油气田新建BZ19-6WHPD平台与BZ13-1BOP平台栈桥连接，整体部署14口井（4口注气井、9口采油井、1口开发评价井），其中4口试采井已完钻投产，本次新增9口开发井和1口开发评价井，7口井设计下入井下电子压力计，监测井下压力和温度变化。
Project Summary：The Bozhong 19-6 Oil and Gas Field project involves the construction of the BZ19-6WHPD platform, connected to the BZ13-1BOP platform bridge. A total of 14 wells will be deployed, including 4 injection wells, 9 production wells, and 1 development evaluation well. Among them, 4 production test wells hA/Ve been drilled and put into production. In this project, an additional 9 development wells and 1 development evaluation well will be drilled. Seven of the wells are designed to hA/Ve downhole electronic pressure gauges installed to monitor downhole pressure and temperature changes.

2. 招标内容（Bidding Contents）

Name of Goods: Downhole Electronic Pressure Gauge and Services
数量：预计8套
Quantity: 8 sets（estimated）
主要技术规格：
1.★压力等级：电子压力计压力等级≥20000psi，压力计电缆压力等级≥15000psi。
2.★温度等级：电子压力计温度等级≥200℃，压力计电缆温度等级≥200℃。（温度等级是指长期生产条件下电子压力计及电缆所能承受的最大井液温度）
3.★材质要求：电子压力计及托筒与井筒流体接触材料材质不低于超级13Cr，适用于CO2分压312~522psi、H2S分压0.025~0.25psi的井筒环境。
Main Specifications:
1. ★ Pressure Rating: The pressure rating of the electronic pressure gauge shall be ≥ 20,000 psi, and the pressure rating of the pressure gauge cable shall be ≥ 15,000 psi.
2. ★ Temperature Rating: The temperature rating of the electronic pressure gauge shall be ≥ 200°C, and the temperature rating of the pressure gauge cable shall be ≥ 200°C. (The temperature rating refers to the maximum well fluid temperature that the electronic pressure gauge and cable can withstand under long-term production conditions.)
3. ★ Material Requirements: The materials for the electronic pressure gauge and mandrel in contact with wellbore fluids shall be no less than Super 13Cr, suitable for wellbore environments with CO2 partial pressure of 312-522 psi and H2S partial pressure of 0.025-0.25 psi.

从中华人民共和国关境内提供的货物：接到招标人通知后24周内，具体交货日期以招标人书面通知为准（货到项目现场时间）For goods offered from within PRC customs territory:within 24 weeks from the date of notification by the Tenderee, and the specific delivery date shall be subject to the written notification of the Tenderee(arrival date to the job site)
从中华人民共和国关境外提供的货物: 接到招标人通知后22周内，具体交货日期以招标人书面通知为准（货到指定港口时间）
For goods offered from outside PRC customs territory: 22 weeks after being noticed by the Tenderee, and the specific delivery date shall be subject to the written notice of the Tenderee(arrival date to the port)

从中华人民共和国关境内提供的货物：天津塘沽基地库房
For goods offered from within PRC customs territory: Warehouse at the Tanggu base, Tianjin.
从中华人民共和国关境外提供的货物: DAP天津机场/天津新港/天津东疆港
For goods offered from outside PRC customs territory: DAP Tianjin airport/ Tianjin Xingang seaport/ Tianjin Dongjiang seaport (INCOTERMS2010)
3. 对投标人的资格和业绩要求：

（1）资格要求 Requirements for Qualification of Bidder
A．★如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. ★制造商应通过石油天然气行业质量管理体系API Spec Q1认证,职业健康安全管理体系 ISO45001认证及环境管理体系ISO14001认证。投标人须提供制造商有效的体系认证证书，原件备查；
B.The manufacturer of the Bid Goods shall pass API Spec Q1 Certification for Quality Management System in the Oil and Gas Industry，ISO45001 Certification for Occupational Health and Safety Management System，and ISO14001 Certification for Environmental Management System. Bidder shall provide valid Certificate of all Management System Certification of manufacturer，and keep the orginal certifications for future inspetction.
C．★（接受代理）
（1）如果投标人为代理商，投标人应得到货物制造商同意其在中国提供该货物的合法唯一授权；
（2）投标人以其自主制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标均将被拒绝；
（3）投标人将被授权的货物再授权给其他投标人同时参与投标，相关的所有投标将被拒绝。
（4）投标货物为中国境内（指海关关境内，下同）品牌或中国境内生产制造的，不接受代理商投标。
(1) If the bidder is an agent, the bidder shall obtain the legal and exclusive authorization of the goods manufacturer to provide the goods in China;
(2) If a bidder participates in the bidding with goods manufactured independently, they cannot authorize other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected;
(3) The bidder will re authorize the authorized goods to other bidders and participate in the bidding, and all related bids will be rejected.
(4) If the bidding goods are of a brand within China (referring to customs territory, the same below) or produced and manufactured within China, agents will not be accepted for bidding.

（2）★业绩要求Requirement for Bidder's reference:
2018年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少2套整套（电子压力计、托筒、电缆、接头以及地面电缆）电子压力计供货业绩及配套的下井服务业绩。且供货业绩和服务业绩不低于本次采办对电子压力计压力等级、温度等级和材料级别的技术要求（压力等级20000psi及以上，温度等级200℃及以上，材料级别超级13Cr及以上）。
From Jan 1st, 2018 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall hA/Ve at least 2 complete sets of electronic pressure gauges (including contract proof documents and arrival acceptance documents) supply performance and service performance, all meet the technical requirements of pressure rating of 20,000 psi or above, temperature rating of 200°C or above, material grade of super 13Cr or above.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）合同首页，签章页；2）货物合同业绩需提供用户签字或盖章的到货验收材料；服务合同业绩需提供用户签字或盖章的服务验收单。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、压力计参数（压力等级20000psi及以上，温度等级200℃及以上，材料级别超级13Cr及以上）及到货验收材料和服务验收单。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of contract homepage, signature page; and 2) Acceptance documents of arrival of goods signed or sealed by the user, and acceptance documents of services signed or sealed by the user. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 20,000 psi or above, temperature rating of 200°C or above, material grade of super 13Cr or above and acceptance documents of arrival of goods and acceptance documents of services.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、压力计参数（压力等级20000psi及以上，温度等级200℃及以上，材料级别超级13Cr及以上）及到货验收材料和服务验收单的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 20,000 psi or above, temperature rating of 200°C or above andacceptance documents of arrival of goods and services, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from August 11th, 2023 to August 18th, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online.
