Project Name: BOP Platform Project GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS
中化建国际 （以下称为“招标代理机构”）受中海石油（中国）东海西湖石油天然气作业公司（以下称为“招标人”）委托，就东海西湖石油天然气作业公司燃驱离心式压缩机组进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招标条件

项目概况：招标人购买3套885.7万方/日 燃气压缩机撬及配套工艺设备、电仪设备、系统软件、备件和专用工具等用于增压平台建设。
Project Summary：3 sets of 885.7×104m3/d gas compressor and supporting process equipment, electrical equipment, system software, spare parts and special tools for BOP platform.
资金到位或资金来源落实情况：已落实。

2. 招标内容：Bidding Contents:
货物
Name of Goods: GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS
数量：3 套
Quantity: 3 set
主要技术规格：每台燃气轮机ISO工况下净输出功率不小于26MW，效率不低于36%。
Main Specifications:
The net output power of each gas turbine under ISO conditions is not less than 26MW, and the efficiency is not less than 36%.
交货期：
Delivery Schedule:
从中华人民共和国关境内提供的货物：2024年8月30日前（货到项目现场时间，地点为中国舟山或其他买方指定地点）
For goods offered from within PRC customs territory: on or before 30th August, 2024 (arrival date to Zhoushan or other designated places).
从中华人民共和国关境外提供的货物：2024年8月20日前（CIF中国宁波或其他买方指定地点）
For goods offered from outside PRC customs territory: on or before 20th August, 2024. ( CIF Ningbo or other designated places).
★如果交货期超过基础时间 4 周，则视为非响应性投标而予以否决。
★The bid document will be rejected if the delivery date is 4 weeks later than the basic time.
3. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C. 投标人应为燃气轮机制造商。本次招标不接受代理商投标。
The bidder shall be gas turbine manufacturer. Bid by agent is not accepted.
D. 是否接受联合体投标：是
Joint Venture: Accepted
联合体投标人应提供联合体协议书。联合体各方需要明确各自承担的工作内容，并按照各自承担的内容进行业绩和相关资质的评审。未明确的工作将按照联合体各方中的最低业绩和资质进行评审。联合体投标还应满足以下要求： 一、联合体应以一个投标人的身份共同投标。联合体各方均应具备承担招标项目的相应能力。由同一专业的单位组成的联合体，按照资质等级较低的单位确定资质等级。联合体各方应当签订共同投标协议，明确约定各方拟承担的工作和责任，并将共同投标协议连同投标文件一并提交招标人。联合体中标的，联合体各方应当共同与招标人签订合同，就中标项目向招标人承担连带责任； 二、联合体由牵头人负责与招标方联系，由牵头人代表联合体负责 投标保证金对联合体各方均具有约束力。
E. 未领购招标文件是否可以参加投标:不可以
Bid without the bidding documents：NOT A/Vailable
业绩要求Requirement for Bidder's reference:
a) 2013年1月1日至投标截止日（以合同签署时间为准），投标人所投的燃气轮机应具有至少1个项目（每个项目至少一台且满与本次投标货物相同规格型号）作为燃驱离心式压缩机组原动机的供货业绩。
Since January 1, 2013 (date of contract) to the date of bid opening, the Gas Turbine (the same product model) that Bidder supplied should hA/Ve at least 1 projects （at least 1 gas turbine generator for each project） performance as the prime motor.
b) 投标人所投燃气透平驱动压缩机自2013年1月1日至此次投标截止日（以合同签署时间为准）至少有1套燃气透平驱动压缩机组的供货业绩（业绩中燃气轮机、压缩机品牌应与本次投标品牌一致）。
Since January 1, 2013 (date of contract) to the date of bid opening, the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS used by the bidder in this bid should hA/Ve at least 1 set supplied performance （the brands of the gas turbine and the compressor should be the same with theem used by the bidder in this bid accordingly).
c) 2013年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少2个项目（每个项目至少一台）燃气轮机驱动离心压缩机组（燃气轮机ISO功率不小于25MW）供货业绩。
Since January 1, 2013 (date of contract) to the date of bid opening, the bidder shall hA/Ve at least 2 project （at least 1 gas turbine driven centrifugal compressor unit for each project） gas turbine driven centrifugal compressor units (gas turbine ISO power is not less than 25MW) supplied performance.
d) 如投标人无法满足以上a)、b)、c)的业绩要求，投标人所投产品在投标前获得中国海洋石油集团 备案的首次工程应用管理认定，提供签字盖章的《首次工程应用管理认定申请审批表》证明文件，可视同满足以上业绩条件。
If the bidder cannot meet the requirements of the above a), b) and c) clauses, the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》can be provided as same as meeting requirements of the one above clauses.
e) 已纳入中国海洋石油集团 三新三化清单且提供相应产品的供应商，其业绩视为满足本招标项目要求（不受上述a)、b)、c)条业绩要求的限制）。
The performance of suppliers providing similar products that hA/Ve been included in the "Three New Three Industrialization List" of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a), b) and c) above).
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、设备的相关参数及到货验收材料（包括到货签收单、调试证明文件等）。
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、设备的相关参数、均视为无效业绩。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投标人需承诺燃驱离心式压缩机组按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托中国国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，DNV，CCS，BV之一）对双燃料透平发电机组整体（包括机组橇块外附属设备）进行检验并获得检验证书。
Bidders need to promise the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS （include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS\DNV\CCS\BV.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from August 15th, 2023 to August 22rd,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
