中化建国际 （以下称为“招标代理机构”）受中海石油（中国） 天津 （以下称为“招标人”）委托，就渤海油田电子压力计及服务项目所需货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited, Tianjin Branch (hereinafter referred to as “Tenderee” ), intends to purchase the Downhole Electronic Pressure Gauge and Services for Bohai Oilfield by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招标条件（Bidding Conditions）
项目概况：本次所需采购产品为井下直读式永久电子温度压力计，以下简称电子压力计，使用环境为海上油气田。

2. 招标内容（Bidding Contents）
货物
Name of Goods: Downhole Electronic Pressure Gauge and Services
预计数量：电子压力计70支。其中150℃耐温40支、175℃耐温20支、200℃耐温10支。
Estimated Quantity: 70 electronic pressure gauges. Among them, 40 pieces are resistant to temperature at 150 ℃, 20 pieces are resistant to temperature at 175 ℃, and 10 pieces are resistant to temperature at 200 ℃.
主要技术规格：
1.★温度级别
本次所需电子压力计耐温等级为150℃、175℃、200℃三个级别，温度为耐井液温度。
2.★感压元件材质要求
电子压力计的井下传感器感压元件材质要求为石英。
3.★监测数据要求
温度测量范围为：0-150℃、0-175℃、0-200℃三种；
温度精度：测量误差不大于0.2℃；
温度分辨率:0.1℃；
温度稳定性：年漂移量不大于0.2摄氏度；
压力测量范围： 0-10000psi；
压力精度： 测量误差不大于3.5psi；
压力分辨率：0.1psi；
压力稳定性：年漂移量不大于3.5psi。
4.★电子压力计的选择要求
因海上油田钻完井作业难度大、维修成本高，为保证电子压力的长期稳定运行，本次所投电子压力计要求选择国际通用的成熟产品（推荐品牌：OMEGA、GEO、SCHLUMBERGER、BAKERHUGHES）。投标人须选用推荐品牌或与推荐品牌同等档次的其他品牌产品，选择推荐品牌外的其他产品时，需提供该产品具备不少于同类型工况（采油或采气井项目）累计10支电子压力计下井的证明文件（包括合同证明文件和到货验收文件），证明文件必须至少体现以下内容：合同首页、签章页、合同签署时间、制造商名称、货物名称、有合同业主签字或盖章的到货验收材料。
Main Specifications:
1. ★ The temperature resistance level of the electronic pressure gauge required for this time is 150 ℃, 175 ℃, and 200 ℃, and the temperature is the temperature resistance of the well fluid.
2. ★ The material requirement for the pressure sensing component of the underground sensor of the electronic pressure gauge is quartz.
3. ★ Monitoring data requirements
The temperature measurement range is: 0-150 ℃, 0-175 ℃, 0-200 ℃;
Temperature accuracy: measurement error not greater than 0.2 ℃；
Temperature resolution: 0.1 ℃;
Temperature stability: annual drift not exceeding 0.2 degrees Celsius;
Pressure measurement range: 0-10000psi;
Pressure accuracy: measurement error shall not exceed 3.5psi;
Pressure resolution: 0.1psi;
Pressure stability: The annual drift shall not exceed 3.5psi.
4. ★ Selection requirements for electronic pressure gauges
Due to the high difficulty and maintenance cost of drilling and completion operations in offshore oil fields, in order to ensure the long-term stable operation of electronic pressure, the electronic pressure gauge used in this investment requires the selection of internationally recognized and mature products (recommended brands: OMEGA, GEO, SCHLUMBERGER, BAKERHUGHES). Bidders are required to choose recommended brands or other brands of products of the same grade as the recommended brands. When selecting products other than the recommended brands, they must provide proof documents (including contract proof documents and arrival acceptance documents) that the product has a total of 10 electronic pressure gauges in the same type of working conditions (oil or gas well projects well project). The proof documents must fully prove that the bidding product meets the above requirements. The supporting documents must at least contain the following contents: contract homepage, signature page, contract signing time, manufacturer's name, goods name, and arrival acceptance materials signed or sealed by the contract owner.

从中华人民共和国关境内提供的货物：接到招标人通知后90天内交货（货到项目现场时间）For goods offered from within PRC customs territory:within 90 days from the date of notification by the Tenderee, and the specific delivery date shall be subject to the written notification of the Tenderee(arrival date to the job site)
从中华人民共和国关境外提供的货物: 接到招标人通知后75天内交货（货到指定港口时间）
For goods offered from outside PRC customs territory: within 75 days from the date of notification by the Tenderee, and the specific delivery date shall be subject to the written notice of the Tenderee(arrival date to the port)
交货地点Destination of delivery：
从中华人民共和国关境内提供的货物：天津塘沽基地库房
For goods offered from within PRC customs territory: Warehouse at the Tanggu base, Tianjin.
从中华人民共和国关境外提供的货物: DAP天津机场/天津新港/天津东疆港
For goods offered from outside PRC customs territory: DAP Tianjin airport/ Tianjin Xingang seaport/ Tianjin Dongjiang seaport (INCOTERMS2010)
3. ★对投标人的资格和业绩要求：

（1）资格要求 Requirements for Qualification of Bidder
A．★如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. ★提供与产品相关的HSE和质量控制管理程序。投标人所投产品的制造商须提供有效的ISO9001质量体系认证证书、ISO14001环境管理体系认证证书、OHSAS18001或ISO45001 职业健康管理体系认证证书。投标人须提供制造商有效的体系认证证书，原件备查；
B.The manufacturer of the Bid Goods shall pass ISO9001Certification for Quality Management System，ISO45001 Certification for Occupational Health and Safety Management System，and OHSAS18001/ISO14001 Certification for Environmental Management System. Bidder shall provide valid Certificate of all Management System Certification of manufacturer，and keep the orginal certifications for future inspetction.
C．★（接受代理）
（1）如果投标人为代理商，投标人应得到货物制造商同意其在中国提供该货物的合法唯一授权；
（2）投标人以其自主制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标均将被拒绝；
（3）投标人将被授权的货物再授权给其他投标人同时参与投标，相关的所有投标将被拒绝。
（4）投标货物为中国境内（指海关关境内，下同）品牌或中国境内生产制造的，不接受代理商投标。
(1) If the bidder is an agent, the bidder shall obtain the legal and exclusive authorization of the goods manufacturer to provide the goods in China;
(2) If a bidder participates in the bidding with goods manufactured independently, they cannot authorize other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected;
(3) The bidder will re authorize the authorized goods to other bidders and participate in the bidding, and all related bids will be rejected.
(4) If the bidding goods are of a brand within China (referring to customs territory, the same below) or produced and manufactured within China, agents will not be accepted for bidding.

（2）★业绩要求Requirement for Bidder's reference:
2018年1月1日至投标截止日（以合同签署时间为准），投标人至少应具有同类型整套电子压力计在同类型工况（采油或采气井项目）条件下，不少于2个项目且累计数量不少于10支的供货业绩及下井服务业绩。每个项目必须同时包含供货业绩和下井服务业绩，供货业绩和服务业绩在同一合同内或分为两个合同，均视为一个项目业绩。
From January 1, 2018 to the bidding deadline (based on the contract signing date), bidders should hA/Ve supply performance and downhole service performance on at least two projects of the same type of complete electronic pressure gauge under the same working conditions (oil or gas well projects), and a cumulative quantity of no less than 10 pieces. Each project must include both supply performance and downhole service performance. If the supply performance and service performance are included in the same contract or divided into two contracts, they are considered as one project performance.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）合同首页，签章页；2）货物合同业绩需提供用户签字或盖章的到货验收材料；服务合同业绩需提供用户签字或盖章的服务验收单。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称到货验收材料和服务验收单。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of contract homepage, signature page; and 2) Acceptance documents of arrival of goods signed or sealed by the user, and acceptance documents of services signed or sealed by the user. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, acceptance documents of arrival of goods and acceptance documents of services.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称及到货验收材料和服务验收单的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, acceptance documents of arrival of goods and services, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 15th August, 2023 to 22ed August,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The selling fee for the bidding documents is used for printing and mailing the bidding documents.
