中化建国际招标有限责任公司（以下称为“招标代理机构”）受_中海石油（中国）有限公司（以下称为“招标人”）委托，就分析类仪表设备采办 项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Procurement of The Analyzers by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招标条件
Bidding Conditions：
旅大5-2北油田位于渤海辽东湾海域，东经 120°47′~120°50′，北纬 39°58′~40°01′，东南距绥中36-1油田（CEPN）约3.9km，西南距旅大5-2油田约10km，新建平台处海域水深为29.4m。
旅大5-2北油田II期开发项目新建一座四腿钢结构导管架井口热采平台WHPB，与原WHPA平台栈桥连接，原生产支持平台PAP外扩附属设施。
Project Summary：LD5-2N Oil Field is Located in the Liaodong Bay of the Bohai Sea. (39°58′～40°01′in north latitude and 120°47′～120°50′in east longitude). LD5-2N Oil Field is approximately 3.9km southeast of SZ36-1 Oil Field and 10km southwest of LD5-2 Oil Field. The water depth (relative to the C.D.) of LD5-2N WHPA is 29.4m.
A new four-leg steel jacket wellhead thermal recovery platform WHPB ，it is connected with the original WHPA platform trestle, and the original production support platform PAP external expansion ancillary facilities.

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
★ B、投标人应具有并在投标时提供有效期内的GB/T19001（ISO9001）质量管理体系认证证书（认证范围应包含生产或制造范围），质量管理体系认证证书应在中国国家认证认可监督管理委员会网站（http://www.cnca.gov.cn）可查询。若认证机构为国外的，应在投标时提供有效期内的GB/T19001（ISO9001）质量管理体系认证证书（扫描件）和认证机构的官方网站查询截图。
B、The bidder should hA/Ve and provide a valid GB/T19001 (ISO9001) quality management system certification certificate during the bidding period (the certification scope should include the production or manufacturing scope).The quality management system certification certificate should be A/Vailable on the website of the China National Certification and Accreditation Administration（http://www.cnca.gov.cn ）Can be queried. If the certification body is foreign, a scanned copy of the GB/T19001 (ISO9001) Quality Management System Certification Certificate within the validity period and a screenshot of the certification body's official website should be provided during the bidding process.
C．投标人应为所投货物的制造商。本次招标不接受代理商投标。

（2）★业绩要求:

（2）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件至少包括：
1）销售合同复印件，内容至少包括：合同首页、签字盖章页、签署时间、制造商名称、货物名称及数量、微波法测量原理技术要求。
2）到货验收材料（交货验收单或调试验收报告或相应使用方出具的有效证明文件）。
（3）未提交业绩证明文件，或所提供的业绩证明文件无法满足上述要求的，均视为无效业绩。
★ Performance requirements：
(1) From January 1, 2013 to the bidding deadline, bidders shall hA/Ve supply performance for at least two contracts (each contract shall not be less than 3 water in oil analyzer ) for the
products they bid for (subject to the signing date of the contract).
(2) Bidders are required to submit performance forms in the prescribed format and relevant performance proof documents. The performance certification documents shall at least include:
1) A copy of the sales contract, including at least the contract homepage, signature and seal page, signing time, manufacturer's name, name and quantity of goods, and technical requirements for microwA/Ve measurement principles.
2) Acceptance materials upon arrival (delivery acceptance form or commissioning acceptance report or valid proof document issued by the corresponding user).
(3) Failure to submit performance proof documents or inability to meet the above requirements shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Sep. 27, 2023 to Oct. 10 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
